1. Why should I use the Stanley
ITOP II contracts? The ITOP II contracts offer a streamlined,
cost effective process for acquiring IT products and services.
Stanley has an exceptional reputation with the ITOP II Special
Project Office (SPO) and the customers we support.
2. How fast can I get
a task awarded? The typical process provides for award within
7 to 15 days from issuance of the statement of work. Generally
speaking, the Task Order
RFP (TORFP) process can take as long as 15 days (used for
tasks with total values between $5M and $300M) and the Capability
Interest Survey (CIS) process tends to take up to 7 days (used
for tasks with total value less than $5M).
3. Can I direct a task to Stanley?
The customer can issue directed tasks to Stanley, Inc. under our
ITOP II contract vehicle. There is an annual ceiling of $3M for
directed tasks.
4. What type of work
can be done under ITOP II? Stanley has prime contracts in
the Information
Systems Engineering (ISE) and Systems
Operations Management (SOM) functional areas and a subcontract
in the Information System Security (ISS) functional area. Although
most IT services are provided under these functional areas, some
areas may not be covered. If potential work has an IT component,
then it can be completed under the ITOP II umbrella. The spirit
of the ITOP II vehicle is to provide the broadest range of IT
services. Supporting this contention are the following statements,
taken from the ITOP II SOW:
a. "The Contractor can provide
resources to support other IT-related tasks that may not have
been specifically mentioned …"
b. "The contract is intended to
cover all types of IT services. It would be impossible to identify
all requirements and/or anticipate how technology will evolve
over the life of the contract."
c. "The Contractor shall be capable
of providing the broad range of IT services and keep current with
emerging technologies."
5. What is the cost of using
the ITOP II contract vehicle? Customers are assessed a processing
fee of .75% by GSA.
6. Can I use the ITOP II contract
vehicle and ITOP II contracting staff to complete the entire acquisition?
Yes, you may use the ITOP II contract vehicle without using your
organization's contracting staff.
7. Can I use ITOP II
for my State Agency customers? One of the key features of
ITOP II is that it allows State and even Local Governments to
procure IT services and support the same as their Federal counterparts.
8. Can I run the entire procurement
process from SOW development through award of a task order?
A GSA Project Manager can assist as needed throughout the process,
from development through task order award.
9. What contract types are available
through ITOP II? ITOP II offers an extensive range of contract
type options: Cost Plus Award Fee (CPAF), Cost Plus Fixed Fee
(CPFF), Firm Fixed Price (FFP), Firm Fixed Price Award Fee (FFPAF),
and Time & Materials (T/M).
10. What are my limits in terms
of task order value? Task orders issued under the task order
RFP process are limited to $300M. Task orders issued under the
capability interest survey process are limited to $5M.
11. What are my limits in terms
of hardware and software procurement? There is no limit under
ITOP II, other than the maximum task order dollar limits listed
above.
